دعوة للفاعلين في المجتمع المدني المحلي:

حلقة نقاش | نهاية عصر المِنَح: التداعيات والإمكانات المتاحة أمام المجتمع المدني في لبنان

تزامنًا مع توسُّع الأنظمة الإستبداديّة وتزايُد النزاعات العنيفة وتقلُّص الفضاءات المدنية، جاءت مسألة تخفيض التمويل الدولي، التي وُصِفَت بـ"نهاية عصر المِنَح"، لتضيف سلسلةٌ من التحدّيات والضغوط الكبيرة على الجهات الفاعلة في المجتمع المدني حول العالم وفي منطقتنا.

في وقتٍ سابق من هذا العام، قامت إدارة الرئيس ترامب بخفض برامج المساعدات الخارجية الأمريكية التي تُديرها الوكالة الأمريكية للتنمية الدولية بنسبة ٨٣٪، فشكّلت هذه الخطوة صدمةً عارمة في القطاع ككلّ، ممّا دفعَ المانحين الدوليين الآخرين إلى اتّباع النهج نفسه، حيث خفّضت الحكومة البريطانية تمويل وزارة الخارجية والتنمية بنسبة ٤٠٪، كما خفّضت الحكومة الفرنسية مساهماتِها بنسبة ٣٧٪.

لا يقتصِر هذا المشهد المتغيِّر على التحدّيات العمليّة فحسب، بل يطرح أيضًا أسئلةً أوسع حول إشكاليّات وجوديّة، ممّا يستدعي اعتماد مقاربات مبتكرة وإبداعية لتطوير سبل نحو المرونة والاستدامة والتضامن. 

في ٢٥ أيلول/سبتمبر ٢٠٢٥، يدعو "مركز العلوم الاجتماعية للأبحاث التطبيقية" الجهات الفاعلة في المجتمع المدني في لبنان إلى حلقة نقاش حول مشهد التمويل الدولي المتغيِّر وتأثيراته على قطاعِنا. انطلاقًا من تجاربنا وخبراتنا المتعدّدة، نسعى من خلال هذا اللقاء إلى مناقشة كيفية انتقال منظّمات المجتمع المدني في لبنان من الاعتماد على تمويل المانحين الدوليين إلى نماذج عمل أكثر إبتكاراً. كما سيتطرق النقاش إلى  كيفيّة تخطّي التعارُض بين تزايُد المنافسة على الموارد المحدودة من جهة، والحاجة الدائمة والضرورية للتعاون والتضامن بين الجهات الفاعلة من جهة أخرى.

Round table discussion | The End of the Grant Era: Implications and Potential for Civil Society Actors in Lebanon

As authoritarianism advances, violent conflict increases, and civic spaces shrink, recent international funding cuts, coined as the “end of the grant era”, have caused additional significant challenges and strains for civil society actors, globally and in our region. 

Earlier this year, the Trump administration cut US foreign assistance programs administered under USAID by 83% percent, sending shockwaves through the industry and prompting other international donors to follow suit, with the British government decreasing FCDO’s funding by 40% and the French reducing their contributions by 37%.  

This changing landscape poses not only operational challenges, but broader questions surrounding our collective raison d’être, and necessitates innovative and creative approaches to developing resilience, sustainability, and solidarity pathways.

On September 25, 2025, CeSSRA invites civil society actors in Lebanon to join us for a roundtable discussion on the changing international funding landscape that has affected our sector. Drawing on each of our experiences, we aim to discuss how civil society organizations in Lebanon can pivot from reliance on international donor funding to creative models of operation. The discussion will also unpack the tension between increasing competitiveness over scarce available resources on the one hand, and on the other, the perpetual and essential need for collaboration and solidarity among actors.

With interventions from: Farah Salka (Anti-Racism Movement); Ziad AbdelSamad (Arab NGO Network for Development); Nadim Abdo (Arc en Ciel); and Jean Kassir (Megaphone).
