The Centre for Social Sciences Research and Action (CeSSRA) is collaborating with the Tunisian Observatory of Economy (TOE) and the Social Justice Platform (SJP) for a webinar on

“The IMF against state-owned enterprises: mass privatizations and the disintegration of the welfare state.”

For decades, the IMF and World Bank have advocated for privatization, liberalization and divestment of state-owned companies, particularly in the energy and water sectors, as conditions for their loans and funds. In line with these imposed conditionalities, countries of the region have seen successive waves of state-owned enterprises reform and privatization. These measures significantly impacted the socio-economic situation in these countries, as they led to increase of prices of services and goods, impacted job security, and triggered waves of mobilisations. In addition, these policies commodify goods and services that are akin to rights and, thus, create inequalities in accessing rights. 

In this vein, this collaborative webinar brings together experts and researchers from Egypt, Tunisia, Morocco, Lebanon, and Jordan to share their experiences and views on public enterprise reforms and their impact on human rights. It seeks to explore common analyses and alternatives to such policies and reforms across the region.

"صندوق النقد الدولي ضد المؤسسات العمومية: الدفع نحو الخصخصة وتفكيك الدور الاجتماعي للدولة"

على مدى عقود، دعا صندوق النقد الدولي والبنك الدولي إلى خصخصة وتحرير وسحب استثمارات المؤسسات العمومية، لا سيّما في قطاعي الطاقة والمياه، كشروط للاستحصال على قروضهما وتمويلهما. تماشياً مع هذه الشروط، شهدت بلدان المنطقة موجات متتالية من إصلاح وخصخصة المؤسسات العمومية. وقد أثرت هذه التدابير بشكل كبير على الوضع الاجتماعي والاقتصادي في هذه البلدان، بحيث أدّت إلى زيادة أسعار الخدمات والسلع، كما أثّرت على الأمن الوظيفي وأطلقت موجات من التحرّكات الاجتماعيّة. بالإضافة إلى ذلك، تعمل هذه السياسات على تسليع الخدمات والحقوق، وبالتالي تخلق عدم المساواة في الوصول إلى هذه الحقوق.

في هذا السياق، تجمع هذه الندوة الافتراضيّة خبراء وباحثين من مصر وتونس والمغرب ولبنان والأردن، لتبادل خبراتهم ووجهات نظرهم حول إصلاحات وخصخصة المؤسسات العمومية وتأثيرها على حقوق الإنسان. تسعى هذه الندوة الى التحليل والبحث في البدائل لهذه الإصلاحات والسياسات في جميع أنحاء المنطقة.
