هل يمكن لأزمة فيروس كورونا أن تُعيد وضع الحماية الاجتماعية على جدول أعمال السياسة العامّة في الشرق الأوسط؟

إنَّ الأزمات المتعدّدة التي تواجهها المجتمعات في منطقتنا حاليًا، وفي مقدّمتها أزمة الصحّة العامّة مع تفشّي جائحة فيروس كورونا، فضلًا عن التفاوت الاجتماعي والاقتصادي المتجذّر، قد ساهمت في تسليط الضوء على تبايُناتٍ صارخة، غالبًا ما تُعزى إلى الخصخصة المنهجية وتدابير التقشّف والزبائنية على سبيل المثال..
تطال هذه الأزمات بشكل خاصّ الفئات الأكثر هشاشةّ (وتحديدًا اللاجئين والمهاجرين والأشخاص ذوي الإعاقة والنساء والمجتمعات الميم)، كما تدفع سكّان المنطقة إلى دائرة الفقر والهشاشةّ. بالتالي، وفي خضمّ هذه الأزمات، برزت إلى الواجهة الأسباب الهيكلية لانعدام المساواة التي تطال جميع الفئات والشرائح، وبرزت أهمية إدراج الحماية الاجتماعية والحقّ في الصحّة للجميع على جدول أعمال السياسة العامّة.
تهدف هذه الندوة إلى تسليط الضوء على تجارب وتحدّيات سياقية مختلفة تواجهها بلدان المنطقة، مع التركيز على الجهد المشترك الذي يمكن أن تبذله المجتمعات المدنية والاختصاصيون/ات والخبراء/خبيرات والناشطون/ات للدفع باتّجاه إرساء نهج قائم على الحقوق في جدول أعمال السياسة العامّة.

Can the Covid-19 crisis bring social protection back on the public policy agenda in the Middle East?
 
The multilayered crises societies in our region are currently facing, namely the public health crisis with the outbreak of the Covid-19 pandemic, as well as deeply rooted social and economic inequalities, have contributed to highlight stark inequalities, often due to systematic privatisation, austerity measures, clientelistic practices to cite only a few.

These crises are particularly affecting the most disenfranchised (mainly refugees, migrants, persons with disability, women, and LGBTIQs), but are also pushing residents into poverty and vulnerability. Hence, these crises have shed light on structural causes of inequalities that affect all populations, and highlight the importance of putting on the public agenda the necessity to enact universal social protection and right to health for all. 

The objective of the webinar is to shed light on various contextual experiences and challenges countries of the region are facing, and how civil society actors, scholars, experts and activists, can jointly push forward a right based narrative and policy agenda.
